Personality:
HMATT base programming includes extensive interpersonal subroutines for a wide variety of emergency situation management and control as well as bedside manner for simple, severe, and terminal injuries or illnesses.
Authority:
HMATT base programming incorporates limited command authority and broad medical authority. A ship's captain and/or first officer can overrule any decision of HMATT and the HMATT is not authorized to relieve from command any vessel commander. Shutdown of an active HMATT during a medical incident is limited to command crew personnel, including the Starfleet Marine OIC.

HOCUM base programming renders a six-foot-tall male-appearing human-formed hologram with black eyes and black hair and a darkly-tanned skin. HOCUM also is most often in a solid-black version of a starfleet uniform with a subdued commbadge. HOCUM is also able to modify or (in some instances) assume a shape or appearance for the purposes of covert operations.
Personality:
HOCUM base programming includes extensive interpersonal information data but minimal interpersonal subroutines. This allows HOCUM to analyze virtually all personal interactions while providing limited opportunity for unintentional mission or identity compromise.
Authority:
HOCUM base programming incorporates wide command authority. Generally, a ship's captain and/or first officer can overrule a decision of HOCUM, but the HOCUM is able to disregard these orders if doing so meets preprogrammed sets of mission-essential criteria.
